How to Play Empire City

Empire City is a classic management game set in ancient times where you get to build an entire city, including roadways, residential homes, waterways, workshops, and more -- all from a blank slate with a bit of help from two close advisors: Julia and Flavius.

The game starts with a full intro from Julia and Flavius, which will walk you through step by step how to build your city. Once you have the hang of it, you're on your own. But not to worry—help from your advisors is just a click away.
